What do you think of this dell with this graphics card?

Being your getting this brand new computer I'd recommend you getting getting a better power supply then the Dell's 300watt anyway. That is a good video card for the price, it says that it requires 400watts or more. Plus if you wanted to add RAM or an extra Hard drive down the line a 400 plus watt power supply will be a better idea.
