Is there disconnect between the Iraqi military & governing body?

I just spoke with a US contractor hired by the US Government to get a handle on where the money is going. He came home, fed up. The Iraqi govern. wants us to go, the Iraqi military does not. An Iraqi General spoke with the US contractor the reason they want us to stay because we will do all the work and they (Iraqi) Army will get all the weaponry, supplies and equipment they want at anytime. Our US money is wasted every time someone sneezes. Why is it the US cannot see and stop the abusive of money being thrown away? Why would a contract US employee come back with a detailed record of over spending and knows nothing will be done to stop this problem?
