Computer freezes on Startup but safe mode works fine?

Computer on startup freezes, I cant even sign in. It will either get to the logon screen and freeze or windows will boot but randomly freeze. The caps lock or Num lock doesnt even work. If I can sign in right before boot it has a little blue box around the pointer and it completely freezes.
